BCC Briefs for July 10, 2018

At the July 10, 2018, Board of County Commissioners meeting, the board took the following action:

Fire Rescue – accepted a Florida Department of Health emergency medical services matching grant in the amount of $137,730 for a Chronic Disease Management Project (CDMP) for the period of May 23, 2018 through June 30, 2019, and approved the addition of a grant-funded on-call Chronic Disease Management Project coordinator position at an hourly rate of $29.42 on a temporary basis for the duration of the one-year program. The required match for the grant is $45,910 (25%), which will be funded from Fire Rescue’s contingency reserve.

Fire hydrants – adopted a resolution setting the special assessment rate to fund fire hydrant maintenance and rental fees charged to the county by the city of Riviera Beach or its utility special district in a certain unincorporated area within the county’s Fire Rescue jurisdiction and the city’s water utility services area.

Millage – authorized staff to submit proposed millage rates for the FY 2019 budget to the Property Appraiser’s Office. The proposed rates for countywide, Library and Fire Rescue MSTU are at the current millage rate and above rollback. The millage rate for the Jupiter Fire MSTU is below the current year millage rate and below rollback. Two public hearing dates for preliminary and final adoption of the FY 2019 budget were set: September 4 and September 17 at 6 p.m. in the 6th floor chambers of the County Governmental Center.

Supervisor of Elections – approved a budget transfer of $840,000 to the Supervisor of Elections (SOE) to cover the cost of a special election. The state will reimburse the SOE for the election, but it is not expected in the current fiscal year.

Affordable housing – approved the appointment of nine individuals to serve on the Commission on Affordable Housing (CAH): Leonard Tylka, Miguel Jose Muniz, Laurel Robinson, Ezra M. Krieg, Joseph E. Gray, Corey W. O’Gorman, Gail Williams, James T. Houston and George A. Campbell. Establishing an affordable housing advisory panel is required as a condition of receiving State Housing Initiatives Partnership (SHIP) funding from the Florida Housing Finance Corporation.

Lifespace Communities – adopted a resolution authorizing the issuance of up to $215 million in health facilities revenue bonds by the Palm Beach County Health Facilities Authority for Lifespace Communities, Inc. to finance, refinance, and reimburse the costs of additions renovations, remodeling, equipping and miscellaneous capital improvements to three Lifespace facilities: Abbey Delray in Delray Beach; The Waterford in Juno Beach; and Village on the Green in Longwood, Florida. No county funds nor its taxing power, faith or credit are involved.

SHIP – approved Fiscal Year 2018-2019 State Housing Initiatives Partnership (SHIP) budget allocations for affordable housing strategies as follows: purchase assistance $900,000; owner-occupied housing rehabilitation $327,667; foreclosure prevention $60,000; administrative costs $143,074. These are state funds that require no local match.

Goodwill – approved a conditional loan agreement in the amount of $100,000 in SHIP funding with Gulfstream Goodwill Industries, Inc. The city of West Palm Beach has donated two lots at North Tamarind Avenue and 20th Street to Goodwill. The nonprofit plans to build six single-occupant housing units for very-low to extremely-low income, disabled residents. Estimated cost of construction is $950,000. In addition to SHIP funding from the county, the Florida Housing Finance Corporation is providing $592,000, and Goodwill has applied for $120,000 in SHIP funding from the city.

PBC Action Plan – adopted a resolution approving the Palm Beach County Action Plan for Fiscal Year 2018-2019 authorizing the county administrator or designee to execute standard forms and certifications for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs, as well as funding agreements and other documents necessary for implementation. This action approves a total of $9,307,278 in federal funding.

MSTU  confirmed a municipal services taxing unit (MSTU) special assessment for paving and drainage improvements of Bishoff Road, dead end to Jog Road; 14 benefitting property owners will be assessed $249.46 per abutting front footage.

 

Roads – approved the five-year road program findings of fact with a majority plus one affirmative vote that the delay of intersection improvements at Linton Boulevard and Military Trail in Delray Beach and PGA Boulevard and Military Trail in Palm Beach Gardens will not result in any link or intersection operating at greater than the adopted level of service.

Neighborhood park – approved the reallocation of federal Community Development Block Grant (CDBG) funds for the development of a neighborhood park at 2508 Bridgeman Drive in unincorporated West Palm Beach in the Westgate/ Belvedere Homes CRA. The project will include construction of a playground, basketball court, and related amenities. These are federal grant funds that require no local match.

Property maintenance – approved on preliminary reading and to advertise for public hearing on August 14 an ordinance revising provisions in the property maintenance code to improve public safety and welfare, ensure that developed and vacant properties and abandoned golf courses meet minimum maintenance requirements, update swimming pool barrier requirements, require owners of multiple occupancy structures to provide for extermination within the structure and make changes recommended by the County Attorney’s Office.

Surplus property – authorized conveyance of the county’s interest in the following county-owned property:

1)    a .06 acre parcel of unbuildable land located north of Springfield Street and west of Military Trail to M&M Investment Associates, LLC for $20,000;

2)    two surplus parcels to the city of Pahokee no longer needed by the Water Utilities Department (WUD). An easement will be reserved for lift station improvements.

3)    a .13 acre parcel containing a 1,240-square-foot single-family residence located at 1115 Grant Street in West Palm Beach to Richard B. Haines, heir to the estate of Richard Haines Jr.

 

Youth Services – conceptually approved Youth Services Department allocations for funding in the areas of health and wellness, and educational supports, for the period of Oct. 1, 2018, through Sept. 30, 2019, with two one-year extensions at the option of the county, in an estimated total amount of $863,697.

Palm Tran – approved a labor management agreement between Palm Tran, the BCC as joint employer, and the Service Employees International Union, Florida Public Services Union, CTW, CLC (SEIU) representing 40 regular full-time, nonprofessional, supervisory employees of Palm Tran for the period of Oct. 1, 2017, through Sept. 30, 2020.

Public Safety – approved an interlocal agreement with the Health Care District of Palm Beach County to provide nursing staffing services to disaster relief shelters through May 31, 2023.

Juvenile Justice – directed staff to continue discussions with the ReentryTask Force, the Department of Juvenile Justice and the state regarding a partnership to create a juvenile transitional step-down facility in Palm Beach County. Staff will also explore federal funding and regional partnerships with Miami-Dade and Broward counties.

Recognition – congratulated Krystin Bernstein, P.E., P.P., on being named Government Engineer of the Year by the Palm Beach Chapter of the Florida Engineering Society. Bernstein is the Director of Engineering for the Palm Beach County Water Utilities Department.
